Annual St. Martins HOA Meeting was held via Zoom
Jack Shook, President called meeting to order at 1:04 pm In Attendance: Board members - Jack Shook, Barry Keefer, Lynne Partridge, Craig Constantino, Buddy Dukes, Janie Stopford, plus 9 additional residents Treasurer's Report - Barry Keefer 5531.91 - Checking account 4971 - Boat checking account 38,666. - Savings account 20,388.34 boat savings account Invoices have been mailed last week. Motion was made to approve the Treasurer's report as read. Motion approved. Pool report- Janie Stopford and Lynne Partridge will again manage the reopening of the pool. Will consult the County for latest updates for COVID guidelines. Upon payment of dues, residents will sign agreement to follow guidelines and pick up the pool key from Janie. Water - Jack read letter from Bob Mitchell regarding application for public water: The County Commissioners did authorize a loan to cover the cost of the Preliminary Engineering Report (PER) that is needed to be submitted with an Environmental Report (ER) for the USDA financing application. · Davis Bowen and Friedel from Salisbury are doing the PER. · Environmental Programs is doing the ER in-house at no cost to the community. We started this late last year and, since this effort parallels the PER and we need to write federal and state agencies for responses on standard questions. We are going to work on the report while we wait for the responses to be received by this office. · The PER is going ahead. They are required to submit alternatives so the study will have three options: do nothing, upgrade existing plant, connect to public water. Obviously the report will weigh toward the public option because the other two options will have such high negatives in the issues category. · We are having a conference call with the engineer in two weeks and I will update you by email on their progress to date. · We have notified the local USDA office on the project to have them put this into their funding cycle. · We will have a couple months until the reports are complete enough to submit with the application. Like I said, I can update you in a couple weeks on the progress and keep you abreast of the application when submitted. Burn pile - Buddy reports several attempts to burn the pile have failed due to weather conditions. Will try again in the Spring when the pile is sufficiently dry. Dumpster - Barry negotiated substantial reduction in bill down to $366/ moth with twice a week removal. Boat slips - Craig explains operation of boat slip rentals. Owners have until May 1 before outside people may rent slips We have a total of 16 slips of varying size and accessibility. Applications for trailer storage and boat slip are on the website. Grass- Mike Shutt not present so Jack comments that we will continue to use Mike's lawn service. The focus has been to improve overall curb appeal of the community around the pool and parking lot islands. Suggestion was made to consider and additional cut /refresh islands as needed. Real Estate - Market is hot right now and two homes have sold in less than a week Board wished Barry a happy birthday, and welcomed new neighbors. Andrew Davis #8 asked about a process for approval of plantings in front of townhouse. Board suggested he attend the next meeting to discuss details..
