Please consider the following practices to help us maintain our peaceful, clean, safe community.
DUMPSTER:
Household trash only. No trash from your business. No large items (mattresses,
furniture, appliances, boats, etc.). (If you have large items to discard, take them to the County
Dump in Newark, off Rt.113 behind the Vocational High School, where they can be left for a
small cash tipping fee.) Break down cardboard boxes. The trash truck operator does not leave
his truck during his pickup, so leave no trash outside the dumpsters, on the ground, or on the
closed lid of a dumpster (it will become litter). Take leaves and brush to the burn pile.
Pool:
Get a key from Janie Stopford (484-620-9102, keys are $10 each). Not open after dark.
No lifeguard. Children under age 16 must be accompanied by an adult. No glass. Contact Board
if you are planning a party.
Boat Storage - All boats and trailers must have a sticker before being parked in the boat
storage area (contact Janie Stopford or go to stmartinnews.com/boat-lot-application). Annual
cost is $100 ($200 if you park your boat or trailer before getting a sticker). Trailers must have
current license plates. All trailers without current registration will be towed. Although we have
this area under surveillance, the HOA is not responsible for theft or damages. You may contact
the HOA if you have a guest with a boat trailer or need short term parking. Please register and
contact a board member for payment. Registration can be found at
https://www.stmartinsnews.com/boat-lot-application.html. Registered boats will receive a parking
sticker.
Burn Pile:
Use by residents only (not by friends or non-resident family). Cuttings from trees
and shrubs only. No lumber, metal, rocks, dirt, litter or manufactured materials (small items go in
dumpsters). If you are able, please toss or place your cuttings on top of the existing footprint
(not randomly in the field or just next to the pile). Please remove any litter you see (our County
burn permit will not be issued if litter, lumber or furniture is in the pile). In the Fall we gather for a
controlled burn of the materials.
Field:
The open field surrounding the burn pile contains one of our septic systems. It is
imperative that cars and vehicles not drive across this area. When the dirt is compacted, it
compromises the pipes below and has caused thousands of dollars.of damage in the past.
Wildlife Area - The wildlife area has some 2 miles of walking trails. These trails are generally
open all year, including the trail along the river. Most of the area is privately owned property
whose owner permits our use (for walking) so long as the trails are not abused. No motorcycles,
dirt bikes or other motor vehicles are permitted on this private property ($100 fee per violation).
Dirtbikes, motorcycles, and gas-powered vehicles are likewise not permitted on HOA property.
Each violation will be charged a $100 fee. This rule does not apply vehicles going to the
burnpile, swimming pool, boat storage area, or dumpsters,
Wetlands:
Most of the wetlands next to the river are owned by the HOA. All wetlands are
protected by MD environmental laws, prohibiting the cutting of most plants. Certain exotic
invasive species (such as phragmites and Bradford Pear) may be removed, so long as native
plant species are not cut in the process. Dumping, filling or gardening in wetland areas is
prohibited. Please check with the Board before cutting any plants near the river.

Please register for a boat slip at https://www.stmartinsnews.com/slip-application.html and send
your payment to the HOA, via the Treasurer (Keith Miller, 410-603-3194). All information and full
payment must be received before boats can enter the slips for the season. Boats must be
securely tied up with ½ in line. Do not drive on grass when soft. No parking cars or trucks at the
ramp unless actively delivering heavy gear or launching small boats. Any boat that damages the dock may be removed without a refund. If you see boats doing damage, please give a helping hand or let the board know so we can remedy the problem. Children must be supervised by an adult on the dock at all times. No Crabbing in boat slips.
